1.0  Capsize Drill

 

A capsize drill will be held at Putney Pool on Saturday 17th February.

 

Mike Collier is our ARA approved coach who will be overseeing the drill to ensure it conforms with ARA best practices.

 

All members are being encouraged to attend this.

 

2.0  Steersman’s List Qualification

 

A draft version has been produced and is attached as an appendix to this report.

 

The plan is to review its structure and content over the coming weeks and roll it out as soon as possible.

 

I hope to report for the next committee meeting that this has been executed.

 

3.0  Tideway Code Reporting & Points System

 

Cygnet RC was notified on 17/01/2007 by the Chairman of the Tideway Code Panel that during the period 11/12/06 to 14/01/07 there were no infringements of the code reported against Cygnet RC.

 

Subsequently we will be awarded points when the online system is activated. We are waiting for notification of this activation.

A)    Draft Steering Questions

 

 

Objective

This test is designed to act as an indicator that the individual completing it has read and understands ARA Tideway Navigation and Steering Guide. It covers the following areas:

 

Basic Navigation & Collision Avoidance Rules

Fairway Navigation & Buoys

Good Practice: Keeping a Look Out

Crossing Points

Bridges & Restricted Zones

Horn Signals & International Right Hand Rules

 

All answers given should refer to Port and Starboard, not Left / Right or Bowside / Stroke Side.

 

Questions

 

- How often should a steersperson take a look forward?

= Every 3 to 5 strokes

 

- When proceeding with the stream what side of the fairway should you be on?

= Starboard

 

- When going head to head with an oncoming vessel which direct should you turn to avoid collision?

= Starboard

 

- When crossing the river at a crossing point who has right of way?

= Vessels proceeding along the fairway

 

- When travelling downstream on a flood tide on what side of the red navigation buoys should you pass?

= Starboard

 

- Which arch of Barnes Bridge should you pass through when heading towards Putney on the ebb tide?

= Centre

 

- In the above which side of the arch should you pass through?

= Starboard

 

- When is it ok to easy oar under Kew Bridge?

= Never this a restricted zones

 

 

- Which stretch of the river do the Rules for Navigation of Vessels
   under Oars apply
 

= Between Putney Pier and the Syon Crossing

 

- Which side of the river should you be on elsewhere, and under which rules

= on starboard side; under the International Navigational Rules/Colregs

 

- What does five or more short blasts of a horn signal mean?

= I do not consider you are taking sufficient action to keep clear of me
